User Story
A user with write or delete permissions to a vocabulary can reject or deprecate a provisional addition to the vocabulary.

This assumes that new vocabulary entries are marked as provisional, and must be approved by someone with some vocabulary manager role.
This also implies that a user can see rejected vocabulary additions they had earlier proposed, and easily find annotations made with that proposed entry (to update them to something else).
