User Story

A user with the appropriate privileges can reject or deprecate a tentative addition to a vocabulary.

See also: TBD

This assumes that new vocabulary entries are marked as tentative, and must be approved by someone with some vocabulary manager role.

This also implies that a user can see rejected vocabulary additions they had earlier proposed, and easily find annotations made with that proposed entry (to update them to something else).
