Search for Name Authority Terms

Story: User can search for terms in the name authority by keyword on common text fields.

Qualifications: This is not structured search, but just a simple fulltext index on things like the name and description (details TBD). Results are paginated, and a simple text summary is listed (e.g., number and name). Clicking on a result shows the name authority term information edit page. No sort or filter functionality is assumed.
