User Story
User can view the terms in a vocabulary.

It is likely that we will want a UI that allows a user to search for objects directly by clicking on the terms in a view.
The view of a vocabulary is a function of the shape of the vocabulary. Flat vocabularies need a different UI than a taxonomy or other tree structure does.
