Keyword Search
User story
User can search for records by keyword on common text fields.
Qualifications: This is not structured search, but just a simple fulltext index on things like the name and description (details TBD). Results are paginated, and a simple text summary is listed (e.g., number and date). Clicking on a result shows the record's edit page.
